Check if Installed

 $ aptitude search ros-kinetic-usb-cam
     p   ros-kinetic-usb-cam             - A ROS Driver for V4L USB Cameras          
     p   ros-kinetic-usb-cam:i386        - A ROS Driver for V4L USB Cameras

"p" - not installed "i" - installed

Could do

 $ aptitude search ros-kinetic-usb-cam | grep ^i    

Install

 $ sudo apt-get install ros-kinetic-usb-cam

Test

Success

 $ roslaunch usb_cam usb_cam-test.launch

This launch file opens /dev/video0 which is the default built in camera.
